RESTRUCTURING OF BBMP: VATAL NAGARAJ DEMANDS NEW PLAN

On 30th June 2018, Mr. Vatal Nagaraj, president of a pro-Kannada outfit, Kannada Chalavali Vatal Paksha was addressing to media with regards to BBMP Restructuring and demands for new, people friendly and effective plan.

On 30th June 2018, Mr. Vatal Nagaraj, president of a pro-Kannada outfit, Kannada Chalavali Vatal Paksha was addressing to media with regards to BBMP Restructuring and demands for new, people friendly and effective plan. BBMP Restructuring committee head Mr. B S Patil proposed a plan that was a composition of BBMP restructured into 5 smaller Palikes functioning under Greater Bengaluru Authority (GBA). The present Gandhinagar zone has to be consider as Central BMP, Dasarahalli, RR Nagar & Vijaynagar zones as West BMP, Yelahanka and Malleshwaram zones as North BMP, Sarvagnanagar & Mahadevapura as East BMP and finally Jayanagar & Bommanahalli zones as South BMP.

Every zone will have a BBMP commissioner and joint commissioner. BBMP is to be split into 5 municipal corporations with 400 wards (80 each) and the current BBMP headquarters at NR Square becoming headquarters for the Greater Bengaluru Authority (GBA) with five Mahanagara Palikes under it. The GBA will have a Metropolitan Commissioner (IAS rank – higher administrative grade) and a directly elected Metropolitan Mayor with 5 year term. Each Palikes will have a Mayor for 5 years.

As per Mr. Nagaraj, implementation of such strange non-technical plan will be like, having four towers in four different directions having no connection to them and will have lot of conflicts within the Mayors & other officials. Moreover, this is against to Nadaparbhu Kempegowda thoughts, purpose & honesty. As different parties would have been influenced to different languages like Tamil, Telugu, Guajarati, Malayalam, Marathi, etc., and hence would opt for their respective language based Mayors. He also said, “It will become like a Big Fair in Bengaluru if we have 400 wards, more Mayors & nearly 4000 officials. Common people will struggle to reach the right ward and officials. It would be simple and perfect that we have 100 wards for Bangalore Urban and additional 100 for the recent new Villages. He said that no one will not going to have any proudness by increasing the Wards”.

To overcome this Mr. Nagaraj, demands to appoint only one Mayor for entire Bangalore with 5 years term and all powers to him and he must be opted by people through Mayor Election. “I always welcome Mayor election. It will definitely avoid their short periods and ensure compulsory 5 years term for every Mayor which strengthens the power to him” echoed by Mr. Nagaraj. Two Deputy Mayors reporting to Mayor and they will also have 5 years terms. One Commissioner, Four Deputy Commissioners and the members must have 5 years term. Deputy Commissioners must be provided with high powers where most of the things should get solved at his level itself and failing should only get escalated to Commissioner. Apart from this, there should be no more any ward Committees in which people use to face lot of issue in reaching the right Committee, right Mayor, right commissioners.

Mr. Nagaraj demanded Government of Karnataka to decline entire proposal of restructuring by Mr. BS Patil’s except the 5 year term election plan. Accepting the same for any reason would lead to protest on 2nd July 2018, 11:30 am onwards in front of Kempegowda Statue “Don’t’ Spoil, Don’t Split, Don’t Rupture Bangalore and disgrace Kempegowda” threatens Mr. Nagaraj.

All is to wait and watch for the decision on Monday.
